Suggest you leave the spacer removal until you have done the exhaust and idle tamper removal bit and readusted the idle mixture to best run, but probably out of compliance with OE emissions. As all mechanical things assembly line built have a stacking of tolerances, some Savages do better with the spacer in place (higher fuel level, slightly larger jet openings, different ignition timing, lower or higher compression ratio, etc..) As suggested read all the previous posts regarding carb and exhaust changes to get an over view of the possible concerns and experiences of others. Max
